New Delhi: The Commission for Air Quality Management (CAQM) initiated GRAP III for the Delhi-National Capital Region (NCR) on Monday as pollution levels have surged.
The Commission for Air Quality Management (CAQM) had put in place the GRAP III in Delhi-National Capital Region (NCR) on Monday due to the spurt in pollution level due to cold wave prevailing in the region.
With GRAP III now enforced across the capital and surrounding areas, a key question arises: How will schools operate?
According to the CAQM notification issued, the Delhi and NCR state governments have been directed to conduct school classes for children up to the fifth standard through the ‘Hybrid model’. This comprises face-to-face and online learning (wherever online delivery is possible) in Delhi as well as the other adjoining areas of Gurugram, Faridabad, Ghaziabad, and Gautam Buddh Nagar.
The CAQM also said that other regions in NCR may also opt for the “hybrid” for students up to Class V depending on the decisions to be made by the state governments of India.
The panel on air quality also pointed out that the decision as to whether to engage in online education, where available would be made by the students and their guardians.
Operation GRAP III’ Implemented in Delhi NCR
At 2pm, the AQI in Delhi was at 367, categorised as poor, which is common from November to January due to adverse weather.
An official order explained the decision: Considering extremely unfavourable meteorological conditions including, low wind speed and very low Mixing Heights, which have caused the AQI of Delhi to move to the upper ‘Very Poor’ category, the sub-committee on Graded Response Action Plan (GRAP) has imposed the revised IIIrd stage of GRAP schedule (issued on Friday) throughout NCR.
GRAP III Restrictions
This is GRAP III restriction measure-diesel operated medium goods vehicle-BS IV or older and below restricted from entering Delhi. Moreover, Lori’s manufactures registered with BS-IV and above standard or older model diesel light Commercial Vehicles which is registered outside NCT of Delhi is restricted for entering Delhi. Earlier these restrictions were in effect only with respect to the BS-III vehicles.
To reduce pollution to the barest minimum, it has been directed that under stage III both the Delhi and NCR state governments should stagger timing for offices and municipal bodies. The Centre has been advised that it must address similar staggered timings for the central government offices in Delhi-NCR.
