- Initial Reactions: Prime Minister, Mr. Narendra Modi recalled his experience when he was an elected MLA and the burning of a train in Godhra in 2002. He was only three days in the new job when the dreadful incident occurred.
- Witnessing the Aftermath: Over the bodies of the dead and the burnt buildings hearing the news about the fire and the victims he wanted to get to Godhra. He faced some operational difficulties but did not wish to use a helicopter to get to the scene.

- Personal Impact: PM Modi himself explained that he personally were refused a visa to the United States in 2005, and he considered such actions as a personal disrespect but disrespect to the whole country and the democracy.
- Public Statement: At that time, Modi addressed a press conference where he simply said that even though he did not get the visa this time he still wanted India to be the country where the whole world would come to line up to get a visa. - Xi Jinping’s Interest in Gujarat: Speaking at a rally on April 13, PM Modi recalled his first meeting with Xi after the latter visited new-PM Modi in India in 2014. In the course of the trip, Xi Framework said he want to go to Gujarat with intent on visiting PM Modi’s birth place, Vadnagar.
- Cultural Connection: President Xi said that Chinese philosopher Hiuen Tsang had once stayed in the village while traveling through the region and he felt the nation’s connection to the village. Xi went on to say that, the philosopher was also identifying the coming back to china as another revolution that hit their country.
